Outsource the iclProject Makefile system

Description
Moving the makefile system currently used for the iclProjects to an subproject with a separate svn-repro would have two advantages:
- it would be usable without the ICL installed
- it would be possible to use 'svn up' to benefit from newer versions of the makefile in already existing projects
