A number of common communication errors can be detected automatically and should be communicated exceptions back to the sender (instead of being ignored, ignore, as they currently are):
* use of transitions that are not allowed for the sender (e.g., a client sending an "update_failed" notification)
* failure in unpacking the goal specification message
